Within 61 minutes of arriving at the Nethercutt Emergency Room at Santa Monica-UCLA Medical Center following a heart attack last October, Jay Smith was recovering in the intensive care unit. A cardiac catheterization team had quickly unblocked an artery in his heart and had inserted a stent that kept the artery open. Smith, a Pacific Palisades resident, certainly benefited from the fact that SM/UCLA is designated as a special receiving center for heart-attack patients. The designation came from the Department of Health Services and Los Angeles County Emergency Medical Services Agency after the hospital met established criteria for best practices in heart-attack care. The center has a 24-hour cardiac catheterization team. In retrospect, the 69-year-old Smith said he should have left for the hospital sooner that nearly fatal day last October. He woke at 4 a.m. and felt tightness in his chest, but after going to the bathroom, decided it wasn’t that serious and went back to bed. The semi-retired toy inventor awakened two hours later and the tightness in his chest was still there. Smith got up and looked up his symptoms on Web MD on the Internet. He found that it could either be an allergy or coronary artery disease. Deciding it wasn’t either, he returned to bed, sleeping until 8 a.m. When he awoke, the tightness was finally gone, and he went to exercise at the Bel-Air Bay Club. As soon as he started, the tight feeling returned, and he walked home and told his wife, Susan. She insisted that he visit the family doctor, Richard Kennedy, who is located about 10 blocks from the Santa Monica-UCLA Medical Center. Smith wasn’t in a hurry. ‘I showered and changed,’ he said. ‘The tightness was there, but it wasn’t a real pain.’ He explained that the pain felt more like a muscle soreness that comes when one has exercised too much. At the doctor’s office, he was given an EKG and Kennedy asked Smith to tell him on a scale of 1 to 10 how much his chest hurt. ‘One,’ Smith remembers telling his doctor and noted, ‘it was hardly noticeable.’ However, based on the test results, Kennedy told him he was having a heart attack and sent him to the emergency room. ‘They were like an army on me,’ Smith said, recalling how doctors inserted a catheter into a groin artery and snaked it to the heart, breaking up the blockage. ‘I was partially conscious during the procedure,’ he said, ‘but it didn’t hurt.’ Afterwards, Smith spent two days in the intensive care unit, and an additional day in the hospital. ‘I got in early enough [for treatment] so that I felt pretty good,’ he said. Afterwards an echocardiogram determined that Smith had ‘dodged a bullet,’ meaning that he had been treated fast enough that there was no damage to the heart muscle. He was later told by doctors that with heart attacks ‘minutes are muscle,’ which means the faster the blockage is dealt with, the less damage is done to the heart muscle. Smith urges others who feel something strange in their chest not to wait like he did, but to call paramedics immediately or go straight to an ER. ‘You’re way ahead of the game getting in there quickly,’ he said. If he could do the day over, which he now describes ‘like a bad day at the office,’ Smith would have called the paramedics while still at the gym. ‘The goal is to get the patient’s blocked vessel open within 90 minutes of the first electrocardiogram indicating a heart attack,’ said Dr. Wally Ghurabi, the medical director at the Nethercutt Center. ‘Paramedics who perform the EKG in the field can transmit the results to our center, where our emergency physicians can then activate our Cath Lab before the patient arrives.’ Smith and his wife have two grown children: Stephanie, who is a documentary film director, and Spencer, who manages the open checks division of Hanover Media Insight Services.

Leifer Recalls Apollo Role

When retired civil engineer Wallace Leifer was invited to the 40th observance of the Apollo 11 lunar mission at the Griffith Park Observatory in mid-July for his design of the landing gear for the Lunar Excursion Module, he was expecting a nostalgic reception from those who remembered the momentous event. ‘I was surprised that the enthusiasm was among the kids, 10-year-olds, who were fascinated by the whole thing. When I showed them my workbook that contained the design drawings, specifications, and photos, they said, ‘They [Grumman] let you keep that?’   Leifer arrived at Grumman in 1966, a 25-year-old man working in the design department, which at that time employed some 400 at the Long Island plant. For three years, he focused his work on the lunar module or LM, designing small but important elements such as the pulley system that lowered and raised the basket the astronauts used to collect moon rocks, and a crash bar attached to the triangular window to protect the astronauts from bumping their heads against the window upon landing.   Before Apollo 11, with LM 5 aboard, could be launched, two preliminary missions’the first manned flights of the LM’provided tests under space conditions as opposed to ground simulations, of the performance of the rendezvous radar, which guided the LM back to the command and service modules, its communications, life-support systems and separating and docking techniques for the two space vehicles.   Looking back to what was, in 1969, state-of-the-art interspace technology, Leifer, 65, is incredulous as how primitive it seems. Not only were all his calculations arrived at by slide rule, accompanied by beautifully rendered drawings, the lunar module was shaped more like a bucket than a rocket and was sheathed in heat-resistant gold Mylar that resembled an unwrapped Christmas present.   Leifer’s daughter, Lorin, has a special connection to the moonwalk. For that project, her dad hid a photograph of her aboard so her image would appear on the moon.   Then the realities of the aerospace industry, including the termination of the moon-exploring Apollo program and the loss of Navy contracts, forced Grumman to cut 30,000 jobs.   Leifer says that he was prepared to move when he got his pink slip. ‘I got a job at New York Telephone in the building design department,’ he says. He began a migration, first from New York to Atlanta in the early 1970s, working for AT&T, and eventually to California in 1986 to work for GTE, and the Southern California Gas Company. He and his wife Francesca Muller have lived in Pacific Palisades for 16 years. Retirement meant Leifer would devote his leisure to real estate and painting.   Leifer has always enjoyed drawing and painting. ‘My dad painted and my uncle was head of the Delahanty School of Drafting in New York City,’ he says.   Now, Palisadians can view his paintings of the Italian Riviera, local beaches and Parisian life at Jessica Miller at 857 Via de la Paz. Miller, whose eclectic shop boasts objets d’art and other assorted treasures, has dubbed Leifer artist-in-residence.   ’I became acquainted with Jessica through my wife, a very good customer,’ Leifer says, laughing. ‘I have even figured out what to do with the candelabra she bought. I light it and watch ‘The Tudors’ on HBO.’

Robert Popa, 41; Lawyer

Robert Popa, a resident of Pacific Palisades, passed away June 3 at the age of 41.   Robert was born March 22, 1968 in Romania. His family emigrated to the Philippines, then to the United States, where Robert spent his teen years attending the famed Stuyvesant High School in New York City.   After high school, Robert attended Rensselaer Polytechnic Institute, where he received both a B.S. and an M.S. in nuclear engineering.   Robert was drawn to the West Coast with a job at General Atomics in San Diego before going to work for Parsons in Pasadena. While working at Parsons, Robert attended law school at Southwestern University, receiving his J.D. in 1996. He worked at Fulwider Patton and Irella & Manella (where he met his wife, Palisades resident Mimi Chiang-Popa) before joining the law firm of Ladas & Parry in 2003. He was made a partner of that firm in 2007.   Robert was an intelligent, resourceful man, well liked for his bright and cheerful personality.   He was an accomplished photographer and enjoyed surfing, motorcycling, gourmet vegetarian cooking, and woodcarving. He is survived by his wife Mimi, son Marius and stepdaughter Georgiana.

Theater Arts Class Launched for Special Needs Children

To encourage the artistic talents of special-needs children, Chabad’s Friendship Circle in Pacific Palisades has invited the theater arts program, the Miracle Project, to offer a class that teaches dance, singing and acting.   ’We wanted to take the Friendship Circle a step further, so this seemed perfect,’ said Moriel Zacks, co-director of the Friendship Circle, which pairs teen volunteers with special-needs children and their families to provide companionship and childcare.   Zacks became aware of the Miracle Project, which is designed for children with special needs, because founder Elaine Hall’s autistic son, Neal, participates in the Friendship Circle.   Pacific Palisades resident and music therapist Karen Howard, who works for the Miracle Project, will teach the class for youth 7 to 18 every Thursday starting October 15 from 4 to 5 p.m. at the Chabad Jewish Community Center, 15207 Sunset Blvd (corner of Monument).   Last Wednesday, the organizations celebrated the partnership at Pierson Playhouse with a screening of the Emmy Award-winning documentary, ‘Autism: the Musical,’ which follows Hall, her son, and four other autistic children and their families as they create their own musical.   Before the documentary began, Palisadian Quinn Lohmann, a junior at Village Glen (a therapeutic day school) and member of the Miracle Project, provided live entertainment. The 16-year-old sang a poem called ‘I Can Change the World,’ written by his 13-year-old sister, Rachel.   Hall, who lives in Santa Monica, started the Miracle Project in 2004 after seeing her son improve as a result of improvisation. Children with autism typically retreat into their own world and have impaired communication and social skills. Dr. Stanley Greenspan in Maryland recommended that Hall interact with Neal in his world by spinning in circles and pounding on the floor to help him emerge. Hall had also enlisted the help of actors to reach her son.   Figuring that other children with special needs could benefit from the performing arts, Hall received funding from the Jewish Community Foundation to start the Miracle Project. Her goal is to challenge children to reach their highest potential in a loving environment. That first year, the kids participated in a class that culminated with a performance they had written and produced.   After that performance, Hall was approached about being featured in a documentary that focused solely on children with autism. The documentary, directed by Tricia Regan, premiered in 2007 at the Tribeca Film Festival and later aired on HBO.   Hall is now writing a memoir, ‘Now I See the Moon,’ about her life with Neal and the Miracle Project.   The class in Pacific Palisades is currently envisioned as a small workshop without a final performance. However, Howard said if there are enough children interested and funding is available, the class could be expanded to include one. She welcomes volunteers of all ages as well as donations.   ’We depend a lot on volunteers such as siblings and friends to model and bring the kids along,’ Howard said. The Miracle Project also offers classes at Vista del Mar in West Los Angeles as well as bar and bat mitzvah programming for special needs children.   For pricing and more information about the Miracle Project classes at Chabad of Pacific Palisades, call (310) 454-7585 or (310) 456-6588, ext. 6.

Palisades Bowl Owner to Sell Property, or Declare Bankruptcy

Richard Norris, attorney for Palisades Bowl mobile home park owner Eddie Biggs, told residents on August 5 that his client would like to sell the park to them. But Norris also warned the 75 residents assembled at the Woman’s Club that if they do not make a legitimate offer, his client plans to declare bankruptcy because extended litigation’involving several lawsuits with residents and with the City of Los Angeles’is costing him more than he earns from leases. The 176-unit park, of which 156 spaces are leased, is located on 20 acres north of Temescal Canyon Road along PCH, and adjacent to Tahitian Terrace, a mobile park faced with similar issues (‘Park Owner Seeks Condo Conversion,’ July 30). Shortly after Biggs bought Palisades Bowl for $15 million in 2005, he announced plans to sell the individual lots to residents through a mobile home park conversion. He instantly met resistance from homeowners, who claimed that a conversion was simply a way to circumvent rent control, because once one unit is sold, local rent control is replaced by state rent control. Those who qualify as low-income do not see an increase, but residents making more than $38,000 annually can see their rent jump to market value within four years. The City of Los Angeles refused to process Biggs’ application for the conversion, even after Biggs appealed the City’s decision in the courts and won. ‘There seems to be a bias in favor of the tenants,’ Norris told the Palisadian-Post last Friday. ‘The city has indicated that they will appeal the latest decision.’ Biggs also asked for rent increases, but the City’s rent-control board overturned the modest rate increases initially granted by staff. ‘There haven’t been increases in the park since before we bought it,’ Norris said. ‘We think the city has acted improperly.’ On Monday this week, Biggs’ lawyers were once again in court with 115 Bowl tenants who have sued the owner for his alleged failure to maintain the property. According to Norris, nothing was accomplished, and if the case is not settled it will go to trial. ‘The cost of these battles has put Biggs in an untenable situation,’ Norris said. ‘My client is spending more than a $100,000 a month in legal fees.’ Additionally, the landslide on the hillside below Asilomar Avenue, which is owned by the Bowl, Tahitian Terrace and the City, needs to be remediated, at a projected cost of $40 million. Norris pointed out that none of the lawsuits nor the hillside situation has an endpoint that his client can identify, and he thinks that the court battles could continue indefinitely. An additional problem arose recently when Biggs and his wife Charlotte divorced and the judge gave them joint ownership of Palisades Bowl. ‘They don’t want to work together and both want to sell,’ Norris said. Speaking on behalf of Biggs, Norris said that resident ownership would be an acceptable solution for his client. ‘It is a great offer for ownership by the tenants,’ he said. ‘We think the city would be an advocate to the tenants.’ One of the conditions of allowing the residents to purchase the property is that they drop all lawsuits against Biggs. Residents at the Woman’s Club meeting worried about a rumored $40-million offer to buy the park that Biggs received from an international hotel developer. According to Norris, that person would have to assume the lawsuits, have the property rezoned, deal with hillside remediation, comply with the Coastal Commission and observe the Mello Act (a 1981 law that requires the preservation of affordable housing within the highly regulated coastal zone. Comparable new housing would need to be created for any eliminated). Norris said that if the tenants don’t buy, Biggs best option is to declare bankruptcy, in which he would seek to cease operation of the mobile home park, in which case residents would have to move. In bankruptcy court, the property would be sold, with that money used to pay off the mortgage and claims. Eddie and Charlotte Biggs would split the remainder of any proceeds and all lawsuits against them would automatically end. Norris cited a precedent for a park owner declaring bankruptcy. After Robert Kubota, owner of the Jade Bay Mobile Lodge Park in Chula Vista, declared bankruptcy, the park closed in 2007 and the land was vacated. This past July, Chula Vista’s city record reflects that the area has been rezoned for residential apartments. According to Norris, bankruptcy isn’t the optimal solution for Biggs. His client doesn’t want a bankrupt business on his record and also fears that he could face a long battle in bankruptcy court. Norris said that Biggs expects an offer from tenants this month. ‘If it is a reasonable number, my guess is he’ll take it,’ Norris said. ‘The alternative includes risks and time.’ Palisades Bowl tenants and their board are not releasing a statement about their intentions, but a survey has been sent to households for feedback.

Station 69 Loses Crew 10 Days a Month

Fire Station 69 (corner of Sunset and Carey) is the latest casualty of the Los Angeles budget cuts. Ten days a month, the station’s engine company, which normally has 12 firefighters and two fire suppression units, will be reduced to eight firefighters and one fire suppression unit. The other 20 or so days of the month, the station will remain fully staffed as a task force with a paramedic unit plus an engine company (a pump truck with four firefighters) and a light force, which consists of two vehicles that never separate: a ladder truck, which carries no water, just tools, ladders and Jaws of Life with four fighters, and a pump truck with hose and water and two firefighters. The L.A. City Council voted to cut $39 million from the fire department’s budget, which has resulted in daily closures across the city of 15 fire companies and nine rescue ambulances on a rotating basis. ‘Remaining at Station 69 is Light Force 69 with a full crew of six firefighters, along with Rescue Ambulance 69, staffed by two firefighter/paramedics,’ John Gregory of Councilman Bill Rosendahl’s office wrote in a letter to Community Council Chairman Richard Cohen. ‘Neither of these remaining resources are subject to the rotating closures and will remain fully staffed 24/7, leaving eight members assigned to the station at all times.’ What is the reality for Pacific Palisades residents? An off-duty firefighter spoke to the Palisadian-Post on the condition of anonymity, explaining that Palisadians could be at risk those 10 days a month. There’s already been evidence of the cuts. ‘The station received a call for a structure fire last week,’ the firefighter said. ‘Station 69’s light force responded and an additional engine company from a surrounding area had to be dispatched to fill in for Engine 69.’ In addition, Stations 23 (Sunset at Los Liones) and 19 (Sunset at Greta Green) are only single-engine companies with four firefighters. There are no backup fire suppression resources at these stations. If these firefighters are already responding to a fire, a medical emergency or an accident, then Engine 69 is the sole fire station backup able to provide immediate response. If there is a bad traffic accident on PCH, the Station 23 engine and paramedics respond, along with Station 69, which has the equipment to extricate victims trapped in vehicles. If a fire breaks out while Station 23 and 69 are out, the closest station to respond would be 19’provided these firemen are not also out. Station 69 is the sole task force company in this area. The nearest other task force stations are in Westwood and Venice, which are also subject to rotating engine closures. ‘This is a great risk heading into the brush fire season,’ the Post’s source said, and he wonders if there is another way to cut the budget rather than putting residents at risk. He felt that the city is taking a gamble with ‘brown-outs,’ which is what the rotating closures have been called, and if a medical emergency and a brush or structure fire occur at the same time, Palisades residents have to hope it’s not one of the 10 days that Station 69 is without its engine company.

GreenHouse: Fueling for the Future

The days of waiting in line at the gas pump to fill your tank may soon be over, thanks to a revolutionary new machine called the E-Fuel MicroFueler, an at-home micro-refinery system that turns organic waste into a high-performance ethanol fuel for cars.   Fittingly, the first public installation, on the evening of July 30, was not at a laboratory or corporate office building, but right in the driveway of Chris Ursitti’s house in Pacific Palisades, for he believes that the E-Fuel MicroFueler will eventually be stored in yards and garages across the country.   ’This is our cell tower for getting the word out’ this is ground zero,’ said Ursitti, CEO of GreenHouse, the San Diego-based energy company that is the exclusive distributor of the MicroFueler in California and Arizona. ‘With the launch of the first operational MicroFueler in Los Angeles, we’re making consumer use an option for people who want to gain control over vehicle fuel costs and take active steps towards improving the environment.’   A model for sustainable energy, the MicroFueler produces E-Fuel 100 ethanol using carbohydrate waste products from plentiful sources like spent beer yeast, algae and cellulose (rather than from corn or similar food-based products)’and for about two-thirds ($2 per gallon) the cost of gasoline.   Using patented semiconductor technology, the refrigerator-sized unit produces ethanol from a liquid feedstock and pumps it into your car right at your residence. The GreenHouse team delivers the raw materials and maintains your home-based unit as part of its service package. Each MicroFueler requires three kilowatts of electricity to produce one gallon of E-Fuel 100 (which can be made in minutes), which in turn will generate up to 23 kilowatts of power.   At their installation party, Ursitti and E-Fuel Corporation CEO Tom Quinn conducted an experiment on the ‘green carpet,’ burning the clear liquid ethanol in a bowl, even passing around a bag of marshmallows and encouraging everyone to roast them. The ethanol produced no smoke and no offensive odor.   ’I was in high school in the 1970s when the microwave was invented and it became a fabric of our lives,’ Ursitti said. ‘This is the same kind of technology. We made ethanol right here on my property. This enables us to have our own fuel at our disposal, whenever we need it’and to make it ourselves. Not only that but we’re reducing our waste in the process. It’s a win-win situation.’   Quinn demonstrated how the unit operates to about 150 invited guests and investors, including actors Frances Fisher (‘Titanic’), (Continued on Page 18) Corey Feldman (‘Stand by Me’), Heidi Montag and Spencer Pratt (‘The Hills’), retired San Diego Chargers running back Chuck Muncie and Hollywood producers Marshall Herskovitz (‘Defiance’) and Jon Sheinberg (‘Flipper’). He also dispelled the myth that cars can’t run on pure ethanol. On the contrary, Quinn said, they can run more efficiently. ‘Ethanol is a cooler-burning fuel. That’s why it is used in Formula One and Indy cars, or else they’d damage their engines,’ Quinn said. ‘Ethanol also burns much cleaner, is better for the environment, is safe to produce and pump at home and replaces all grades of gasoline. Its only by-product is distilled water.’ Another benefit is that ethanol can be mixed with gasoline. ‘We know oil and water don’t mix,’ Quinn said, ‘but ethanol and water do mix. In response to the energy crisis, a law was passed requiring that all vehicles be ethanol-compatible, so any car manufactured after 1991 is capable of running on 100 percent ethanol if it is equipped with a proper conversion kit,’ Quinn continued. ‘In fact, gas you buy at the station has a small percentage of ethanol in it already. Additionally, high-performance cars will actually get better gas mileage with ethanol, so don’t go selling your Ferrari!’ Ursitti has lived in the Palisades for the last three years with his wife, Kari, and their children: Amanda (10), Layla (7) and Leo (2). After earning his degree in Theater and Production Design from Westminster College in Missouri, he went on to work at major movie studios in Hollywood, gaining experience in producing, directing and production design. Ursitti joined The Hollywood Location Company in 1992 and, seven years later, built Los Angeles Center Studios’ironically, at the former Unocal World Headquarters just west of downtown. In 2006 Ursitti founded Na Pali Coast Development, a construction development company building custom estate homes in the Palisades. His concern for the environment, however, has influenced everything he has designed and built, so when he became a GreenHouse managing partner last year he was committed to the MicroFueler. ‘GreenHouse had been engaged in changing the carbon footprint of homes for many years so, given my background, this was a natural fit,’ said Ursitti, who is Sheinberg’s brother-in-law. ‘I actually met Tom (Quinn) through Jon, who is the California promoter for E-Fuel 100.’ Looking for a viable alternative to fossil fuels, Quinn, who is from Silicon Valley, collaborated with leading ethanol scientist Floyd Butterfield of Paso Robles, and over the next three years they developed the MicroFueler’which they anticipate will help lessen America’s dependency on foreign oil and help reverse a disturbing trend: that 50 percent of what we grow we throw away. ‘Did you know that one garbage company throws away more than 3,000 tons of waste a day?’ Quinn asked. ‘By using this we’re actually reducing our waste. What’s great is that ethanol is the best fuel on the planet to generate energy. Why not put all of that garbage to good use?’ Basketball superstar and GreenHouse investor Shaquille O’Neal couldn’t make the July 30 introduction but he did attend an encore demonstration last Thursday afternoon, also at Ursitti’s house on Bestor. (See story, page 6.) ‘I think Shaq is here because he cares,’ Ursitti said. ‘He cares about our environment and our future. Sure, he’s got all the money he could ever want, but he’s taking the lead to ensure that his children’all of our children’will live safer, cleaner lives and be more environmentally responsible.’ Founded in 2007, the E-Fuel Corporation, based in Los Gatos, employs many of the top ethanol researchers in the United States. Each MicroFueler unit will retail for $10,000, but there is a federal tax rebate of $5,000 and some states (California is currently not one of them) offer additional rebates. Each MicroFueler unit comes with a storage tank that holds up to 50 gallons of fuel. When the unit approaches empty, it automatically sends a signal to the distributor, who then comes to the location and pours GreenHouse feedstock into the MicroFueler, which then distills the waste into ethanol. Yet another benefit is that units can be accessed by any number of people. ‘Next-door neighbors can share a unit,’ Ursitti said. ‘Heck, you can have a whole block using one unit. All each customer has to do is punch in an individual combination on the keypad. And it’s not like you’re stealing from someone else’s supply’what’s there is accessible to everyone assigned to that specific unit.’ GreenHouse plans to begin commercial distribution in Southern California by late October. Ursitti said seven units are going out this month, 12 more are on the way and an additional 50 are in production in Paso Robles to accommodate the first wave of pre-sale orders. Ursitti anticipates the need for thousands upon thousands more as word gets out. ‘Oil companies will want to fight it and make it take as long as possible to hit mainstream America,’ Quinn predicted. ‘It will have a huge impact in terms of the transfer of wealth, but fortunately it’s more likely to become a household thing now with the Internet.’ Attending the July 30 installation was Palisadian Bernd Zimmermann, a health and fitness expert who helped popularize Nordic Walking in the United States. Now, his mission is to convince European countries to give the E-Fuel MicroFueler a try. ‘We’re having a demo like this in Vienna in mid-September and I’m sure it’s going to catch on over there just like it will here,’ said Zimmermann, a native of Munich who asked one of his business partners, Christian Steinbach, to fly overseas for the unveiling of the final production model at the state capitol in Sacramento on June 4. ‘This is such an exciting thing. Once we get it out to the public and people see how easy it is, this idea will definitely fly.’ Quinn also announced that a second product is in the works called The GridBuster, an electric generator run on 50 percent water/50 percent ethanol capable of producing enough energy to light, cool, heat and power an entire house. E-Fuel’s first priority, however, is selling America on the ecological and economic benefits of the MicroFueler. ‘History is being made here in Pacific Palisades,’ Ursitti claimed. ‘This is a marathon, not a sprint. We’ll change things one house, one community at a time. Tom and these guys are like the mother ship. Now it’s about how well we deliver the message. This machine and what it can do is the proof of a concept that will work and will make us more self-sufficient.’ To make a pre-sale order of the MicroFueler, call (858) 273-2626 or visit the GreenHouse Web site at www.greenhouseintl.com.
