Buyer Aims to Renovate Sunset Building

The six-story concrete building at 17351 Sunset Blvd., near Pacific Coast Highway and across from Vons, has sat vacant for more than four years, but new owner Jake Mathews of 9 Mile Investments hopes to change that soon. Mathews, whose company purchased the property from U.S. Bank on March 16, plans to renovate the 47,802-sq.-ft. mixed-use building. The sale price was listed as $8.4 million, according to the Los Angeles County Office of the Assessor. ‘I’m really passionate about this project, and I think this property has so much potential,’ said Mathews, who founded the Sonoma-based 9 Mile Investments in 2009 and has worked in real estate since 1993. ‘I want to create something that is great for the community and the people who will live there.’ The 1983 building is currently designed for commercial use on the first and second floors and 16 condominiums on the upper floors. Mathews, a graduate of UC Berkeley and UCLA, plans to renovate the existing condominiums and is in the process of hiring an architect and contractor. He is also looking for a commercial tenant for the 3,000-sq.-ft. first floor, and is considering converting the 7,000-sq.-ft. second floor into four or five additional residential units. He has hired Jonah Garb, managing director of Kennedy Wilson in Beverly Hills, to handle the retail leasing. ‘We are evaluating our options,’ said Mathews, whose experience includes being a senior partner at Village Properties in San Francisco, where he served as the company’s director of investment acquisitions for 10 years. ‘We want the businesses to be a good fit for the character of the building and the neighborhood.’ The neighbors say the building, which has been the site of homeless encampments and illicit activity, needs revitalization.   In 2006, Adam Pasori, the chief executive officer of the Santa Monica-based Cedar Signature Homes, purchased the building and began renovation work. However, a year later, Pasori was killed, along with five family members, in a plane crash in the Sierra foothills, which meant the remodel was never completed.   ’This really is a new opportunity for this property,’ Mathews said. ‘I think everyone will be excited and surprised by the turnaround.’   William Lehman, the project manager and founder of Aeries Development (a design and project management company on Hollywood Boulevard), and Aaron Clark, a real estate attorney and Pacific Palisades resident, have already met with the Sunset Beach Association, which responded favorably.   The association passed a motion at its May 25 meeting, saying that ‘the SBA unanimously supports the developer’s stated concepts of: Restoring, enhancing and maintaining the exterior of the building at a high standard, including covenants, conditions and restrictions (CC&Rs) that strictly control the appearance and use of the balconies; converting the second floor to residential use; and maintaining the first floor for commercial use as per Pacific Palisades Specific Plan requirements.’ The Specific Plan specifies what types of developments are permitted in the community.   While the association approved the second-floor conversion, Mathews told the Palisadian-Post that he has not yet decided how the space will be used. Second-floor retail is notoriously difficult, but if he can find a tenant that he thinks will be successful there, he plans to pursue that option first.   ’We don’t want to have the risk of turnover on the second floor,’ Mathews said. ‘The building has to stay full of life, full of occupancy.’   Mathews plans to enhance the existing architecture, which is in a style called brutalism. Starting in England, brutalism made its way across the United States in the 1970s. The hallmark of this type of architecture is board-formed concrete.   ’It has the industrial effect of concrete but with a lot of the warmth and character of wood because the wood is literally tattooed onto the structure,’ project manager Lehman said. ‘Basically, the knots and grains of the wood are visible on the concrete.’   ’On the Sunset building, a lot of the exterior has been compromised,’ Lehman continued, noting that the cracks in the cement were routed out and filled with caulking. ‘But it can easily be restored to what it was.’   Once the architect is hired, he or she will begin developing a vision for the building’s exterior, which will include new lighting and appropriate railings.   ’I think the [architect] will create an exterior that will really surprise people in terms of how beautiful what is there really can be,’ Lehman said.   In the condominiums, the building’s previous owner plastered the interior walls and placed stone on the floor, covering the board-form concrete. Lehman said that these units will be remodeled to expose the concrete, explaining that ‘we want to work within the language of what is there.’   All the condominiums are an average of 1,800 sq. ft. There are eight single-level lofts on the third and fourth floors and eight two-story townhouses on the fifth floor. The units all have outdoor decks supplying views of the ocean and ranging from 600-sq.-ft. to 1,000-sq.-ft.   Since the building is constructed into the hillside, the townhouses on the fifth floor also have a garden entryway. Mathews wants the building to blend into the natural landscape, so Lehman said they plan to consult with Sunset Beach Association member and gardener Barbara Marinacci on what types of native plants to use.   The building has a total of 68 parking spaces under the building, which Lehman said will easily accommodate both the proposed residential and commercial uses. In fact, there will be more parking than needed if the second floor is converted from commercial into residential.   Mathews would like to complete the renovations in a year to 16 months, and he hopes the building will become the flagship project for the company. While 9 Mile Investments is a young business, the executive team has more than 50 years of combined experience developing commercial, residential and mixed-use properties in California and New York.   A Harvard-Westlake graduate who grew up in Hollywood, Mathews plans to move into the complex with his family once it’s complete because he has always loved Pacific Palisades.   ’I am 100 percent committed and invested in turning this into a terrific Pacific Palisades, beach-oriented, mixed-use building,’ Mathews said.   Lehman now plans to arrange a meeting with the Pacific Palisades Community Council and its Land Use Committee to discuss the project. (Editor’s note: We have been fearing the following sad news for several years. This is an incalculable loss to anyone who treasures books and appreciates the vital role that a lively bookstore can play in the day-to-day life of an engaged community.) By KATIE O’LAUGHLIN Special to the Palisadian-Post It is with a very heavy heart that I borrow the title of Joshua Ferris’ 2007 novel, ‘Then We Came to the End,’ to announce that Village Books will close its doors at 1049 Swarthmore Ave. on June 30.   Village Books has struggled financially for the past 10 years, but I was able to somehow make it work. Unfortunately, recent changes in the book business have made it impossible to continue operating the store in its present form.   In the last quarter of 2010, we tightened up our inventory and staff and, in recognition of the impact electronic books might have, stepped up our efforts to think of Village Books as a ‘book space’ as much as a book store. We started our popular memoir-writing class, launched our first literary road trip (to Ventura) and planned our summer camp. We partnered with one of our distributors to expand our Web site and offered discounts and free shipping to encourage you to shop online there; soon you will be able to download electronic books from our site to your iPads and other devices.   Yet despite these efforts, we have been forced to face a harsh reality: since January, our sales have dropped dramatically. And with significantly less revenue coming in the door, I have been less able to meet my financial obligations, including paying our distributors regularly enough to keep books and your special orders coming in the efficient and timely manner that you have become accustomed to. If you have visited Village Books lately, it is quickly apparent that the store is no longer bustling and full of books; indeed, we have come to the end.   All events scheduled for June will continue as usual. It seems fitting that our last book signing at our current location on June 30 will be with Sugar Ray Leonard, the incoming honorary mayor of our beloved Pacific Palisades. We will honor all credit slips and gift certificates throughout the month of June. However, we will stop inputting your phone numbers for the frequent-buyer program and taking special orders as of today, June 2.   Many people have already asked, ‘What can we do to help?’ The single most important thing you can do is come into the store this month and buy a book(s). I need your help to be able to wind down the business (and stay out of debtor’s prison!!). I also invite you to share your memories of Village Books by coming in and writing in our memory book, posting on our Facebook wall, or e-mailing villagebooks@palivillagebooks.com or me directly at Katie@palivillagebooks.com.   Even though the doors at 1049 Swarthmore will be closed after almost 14 years, the spirit of Village Books will live on. I will pack up my ‘BookmoBeetle’ and be there. I hope you will continue to purchase books and download your electronic books from our Web site. Please also keep visiting our Web site for recommendations and information’our staff will continue to post their book suggestions.   Speaking of staff, I have been incredibly blessed to have worked with such truly wonderful people. We are going to continue our literary road trips and classes, and I have other ideas to keep the tradition of Village Books alive in Pacific Palisades.   People keep telling me that when one door closes, another door opens, but as my friend Kelly wisely observed, it’s hell in the hallway between those two doors. Dawuni to Headline Fireworks Concert

Palisadian Rocky Dawuni, an international reggae superstar, will headline this year’s Fourth of July pre-fireworks celebration at the Palisades High School football stadium.   ’Rocky’s reggae music will be perfect for the concert,’ said event organizer and recent Sparkplug winner Keith Turner. ‘His songs have positive messages and a nice groove.’   The two-hour concert, ‘Palisades Rocks the Fourth,’ will also feature rockers The House Band, jazz group Set Theory, the classical UCLA Cello Quartet and, for Fourth of July favorites, the PaliHi Concert Band.   The evening will culminate with a 20-minute, $21,000 fireworks show, presented by Pyro Spectaculars and paid for by the Palisades Americanism Parade Association (PAPA).   Dawuni will be backed by his 11-piece band. His critically acclaimed current album, ‘Hymns for the Rebel Soul’ (Aquarian Records, 2010) was nominated for a prestigious NAACP Image Award for Outstanding World Music Album, and Dawuni won the Best African Artist award at last weekend’s 30th annual International Reggae and World Music Awards in Trinidad.   The album was inspired and written during Dawuni’s travels in the U.S. and around the globe, particularly in Israel, Finland, Jamaica and Ghana (his country of origin). His goal was to craft songs that reflect the common spiritual, political and social aspirations of ordinary people the world over.   Dawuni’s Palisades performance (‘I’ve always wanted to do a concert like this for my community,’ he told the Palisadian-Post) will kick off a summer schedule that includes a guest appearance alongside Stevie Wonder at the Hollywood Bowl on July 24.   This spring, Ghana’s Ministry of Tourism appointed Dawuni as its Ambassador of Tourism, praising him for his music and its message.   At Palisades High on July 4, the gates will open at 6 p.m. Admission, which benefits the high school’s music program and PAPA, will be nominal. Four Council Members Vie for Executive Posts

The Pacific Palisades Community Council will vote on its new executive officers at its next meeting on Thursday evening, June 9, in the Palisades Branch Library.   Incumbent Janet Turner is running unopposed for chair, while incumbent Haldis Toppel and Barbara Kohn are competing for the vice chair seat. Council member Jennifer Malaret and resident Reza Akef are vying to replace Cathy Russell as secretary. Longtime treasurer Ted Mackie is running uncontested.   At last Thursday’s meeting, each candidate in the contested races advocated for themselves in a two-minute statement and Council member George Wolfberg, acting as moderator, asked them questions. A community member or Council member then offered his or her endorsement for each of the candidates. Council members can continue to make nominations for the various positions until the election.   ’We have never to my knowledge had such a forum in the past,’ Wolfberg said. ‘Contested elections have been rare.’ ‘ A community activist, Kohn has represented Area 1 (Pacific View Estates, Castellammare, Paseo Miramar, and Sunset Boulevard from Pacific Coast Highway to Palisades Drive) on the Council for the past 10 years. Kohn, who owned antique and collectables stores for more than 35 years in Santa Monica and Culver City, is also president of the Pacific Palisades Residents Association.   Throughout the years, Kohn said she has always fought to preserve recreational areas, defend the California Environmental Quality Act (CEQA) and uphold municipal codes. ‘My goal is to continue working with the chair and the Council for the good of the community,’ Kohn said.   Turner nominated Kohn for the position, saying she has a wealth of knowledge and is a great team player. ‘When I first took office, Barbara was at my side at many public hearings; she would provide me with instant access to the history of numerous projects ‘She helped me navigate many of the departments in City Hall and introduced me to many of the players ‘ political and community leaders.’ ‘ Over the past seven years, Toppel has assumed the duties of secretary, vice chair and special advisor to five Council chairs. She has worked on numerous issues and is currently advocating for a Los Angeles Police Department facility in the Palisades Recreation Center to increase police presence in town.   A retiree who worked for the city of Los Angeles as an information-system manager for 20 years, Toppel is also president of the Marquez Knolls Property Owners Association.   In all of her positions, ‘I have made it my goal to be helpful and kind to the people I come in contact with,’ Toppel said.   Residents Randy Young, Ada Taylor and Ilene Cassidy spoke on behalf of Toppel. Young, a local historian, expressed concerned about the election process.   ’It is usually a tradition that the chair not be involved in the nominating process,’ Young said of Turner nominating Kohn. ‘That is by Robert’s Rules of Order.’   Young, who served as Council chair from 1992-94, said the vice chair has historically been groomed for the chair position. ‘I have had a strong love of what Haldis has done over the years. I have seen nothing that says that she should not be the future chairwoman of the Council.’ ‘ Malaret has served as the representative for Area 3 (Marquez Knolls and Bel-Air Bay Club area) and as the Land Use Committee’s secretary for the past eight months. A resident since 1993, she is also a member of the Pacific Palisades Park Advisory Board, acting as secretary since January 2011.   An attorney, Malaret has worked on issues such as the city’s budget and the Community Care Facilities Ordinance (regarding sober-living homes).   ’I believe that those of you on the board with whom I have worked directly have had a positive experience and found me to be committed, hardworking, dependable and reasonable,’ Malaret said.   Chris Spitz, who serves on the Land Use Committee (LUC), said ‘Jennifer has volunteered to serve as our secretary since day one, and she has kept impeccable notes ‘ Her insight and judgment on legal matters are invaluable to me and the other members of the LUC.’ ‘ Akef served as the Area 8 alternate, representing the Riviera, from 2005-07. A 1998 Palisades Charter High School graduate, he worked as a field deputy for L.A. City Councilman Bill Rosendahl and a field representative for Congresswoman Jane Harman.   Akef, who now works for a land-use law firm in Beverly Hills, believes his knowledge of city government would be useful. ‘This is an opportunity for me to give back the community that has given me so much,’ Akef said.   Toppel, who nominated Akef, said ‘It is refreshing to find such an interest in public service in our young residents. Akef is familiar with our organization and is certainly motivated to participate.’

Chamber to Install Ray Leonard as Honorary Mayor on June 16

The Pacific Palisades Chamber of Commerce will hold its 62nd Annual Installation Dinner Dance on Thursday evening, June 16, at The Riviera Country Club.   Honorary Mayor Gavin MacLeod (‘The Love Boat,’ ‘The Mary Tyler Moore Show’) will be saying farewell as honorary mayor, after five unprecedented years as captain of the USS Pacific Palisades.   Outgoing Chamber President John Petrick notes ‘No honorary mayor of Pacific Palisades has ever served five years. Mayors Ted Knight, John Raitt and Steve Guttenberg each served four years, but Gavin MacLeod made Palisades history!’   The town’s 27th honorary mayor will be Sugar Ray Leonard, the retired boxing great who lives with his family in the upper Riviera neighborhood. Winner of world titles in five weight divisions between 1979 and 1989, Leonard is now actively involved in the Juvenile Diabetes Research Foundation.   Stepping into the job of Chamber president will be Greg Wood, chief financial officer at Palisades Charter High School.   During the evening, the Best New Business Award will be presented to Rena Bornstein, owner of Cognitiatives Brain Training Systems.   The Chamber’s annual Beautification Award, presented by the Rotary Club of Pacific Palisades, will be given to Palisades High for its sparkling new Maggie Gilbert Aquatic Center.   The Ninth Annual Mort Farberow Award will be received by longtime Palisadian Susan Carroll, owner of Gift Garden Antiques on Antioch Street.   Criteria for the Farberow award are the three C’s that Mort (former owner of Mort’s Deli) held dear to him: community, Chamber and children. Temescal Pool Group Loses Appeal in Conservancy Case

After a more than two-year court battle, the Court of Appeal of the State of California upheld a judge’s decision to dismiss the Friends of the Temescal Pool’s lawsuit, which asked the court to order the Santa Monica Mountains Conservancy to pay for repairing and reopening Temescal Pool. ‘This is a total victory for the Santa Monica Mountains Conservancy,’ said SMMC Executive Director Joe Edmiston. ‘The Friends of Temescal Pool should reimburse the taxpayers of California for the tens of thousands wasted defending this baseless lawsuit.’ He later specified ‘$78,000 for both the trial court and the appeal.’   The former Palisades YMCA-operated pool (located in Temescal Gateway Park) was initially closed in February 2008 because of leaky pipes, the repair of which would cost an estimated $400,000. In the ensuing months, the YMCA and the Conservancy were unable to reach a lease agreement and a group of swimmers formed Friends as a nonprofit organization to save the pool.   In early December 2008, the Conservancy board voted to develop a long-term master plan for Temescal Gateway Park before possibly offering a new pool lease, and to temporarily fill in the empty pool, declaring liability concerns.   Hoping to prevent the pool from being filled in, Friends began meeting with the Conservancy about the possibility of repairing and reopening the pool in the immediate future and began developing a business plan.   However, the Conservancy moved forward with filling in the pool, receiving an emergency permit in January 2009 from California Coastal Commission Deputy Director Jack Ainsworth without public notice.   Friends responded by filing a lawsuit against the Conservancy and its partner, the Mountains Recreation and Conservation Authority. The Conservancy filed a motion to dismiss the case, and L.A. Superior Court Judge Elizabeth Allen White ruled in the Conservancy’s favor in June 2009. Friends immediately appealed the ruling to the California Court of Appeals.   ’The Friends of Temescal Pool, and our experienced lawyers at Kirkland & Ellis, believe that the lawsuit was well founded, and that the Court’s decision is in error,’ Jane Albrecht told the Palisadian-Post on Tuesday. ‘However, our efforts, before and during the lawsuit, have always been focused on working with the Conservancy to find a mutually-beneficial solution for reopening the pool. The lawsuit was filed only after the Conservancy refused to meet to explore solutions for repairing the pool, and then filled the pool without notifying community leaders or interested parties.’   During the lawsuit, Friends developed a business plan and presented it to about 70 community members at the Aldersgate Retreat Center in September 2009 and has shared its ideas with Edmiston.   ’We are delighted that for many months now, we have been in discussions with the Conservancy to find a solution for reopening the pool, a process that our elected representatives have encouraged and supported,’ Albrecht said, noting that the organization plans to continue its efforts even though it lost the court appeal.   ’We remain committed to working with the Conservancy to find a solution for reopening the pool that will benefit the Conservancy, Temescal Gateway Park, the surrounding community and the people of the State of California,’ she said.   The Conservancy has had to place the long-term master planning process for the park on hold because of budget constraints.   ’The need for a comprehensive plan for Temescal Canyon is needed now more than ever,’ Edmiston said of the demands he anticipates are going to be made ‘on this finite property.’

Richard Allan Orr, 79; Lifeguard At Will Rogers, Veteran Teacher

Richard Allan Orr, a longtime teacher and lifeguard, passed away in his Sunset Mesa home on May 19 after a long battle with cancer. He was 79.   Richard, known as Dick, was born in Aberdeen, South Dakota, on June 30, 1931. His family later moved to California, where Dick attended Compton High School and Compton Junior College. He then joined the army, serving for three years in the military police during the Korean War.   Dick was a natural athlete who lettered in four sports in high school. He received a full athletic scholarship to Brigham Young University, where he played football and was active in other sports. He graduated in 1960 and landed a job teaching physical education and history at Airport Junior High in Los Angeles. He also played professional football with the Baltimore Colts for two years.   On June 15, 1961, Dick married Esther (also known as Inga Neilsen). The two had first met on Venice Beach near Navy Street, where Dick was a lifeguard, working summers.   As a rookie lifeguard, Dick was posted at Cabrillo Beach in San Pedro, but he spent 50 years working at all beaches. His last post was on Will Rogers State Beach at Tower Eight, near Temescal Canyon Road. Beyond strength and skill, Dick possessed a friendly, relaxed manner that was key in helping victims who were often panicked in the water, especially when caught in a riptide.   Dick also taught for the Los Angeles Unified School District for 33 years, retiring in 1996 from Daniel Webster Middle School in West Los Angeles. He was credentialed in all subjects and taught history, geography and biology as requested, but preferred to teach physical education classes. He developed a reputation for straightening out troubled youth and helped turn around many young lives.   Dick and Esther traveled all over the world during their 50 years together, and she has many good memories. He is also survived by his son David, a local resident.   A memorial will be held on Sunday, June 5 at 9 a.m. at the north side of the Venice breakwater and Dick’s remains will be taken out to sea by a lifeguard boat.

Nancy Greene, 69; Neonatal Nurse

Pacific Palisades resident Nancy E. Greene, much-beloved wife of Richard A. Greene, passed away May 16 at Cedars-Sinai Hospital. Struggling with serious illness for many years, Nancy essentially died of complications of lupus. She was only 69. Nancy’s loved ones wish her peace on the next leg of her journey. They will remember her in better times: justifiably proud of accomplishments as an NICU (Neonatal Intensive Care Unit) nurse and receiving a master’s degree in public health and pursuing doctoral studies in epidemiology; brown as a nut in summer; happily schussing down the slopes in winter; decking the halls to the max for Christmas; and enjoying life with her husband ‘ a Palisades Optimist Club member who misses her very much.   Donations in Nancy’s memory may be made to the Lupus Foundation (www.Lupus.org).
